Starlink Devices Seized in Manipur: A Breach of India's Communication Laws

Imphal East, Manipur, India: On December 13, 2024, security forces in Imphal East, Manipur, seized Starlink devices during a joint operation by the police and Army in Keirao Khunou. The devices, including a satellite antenna and router, were found alongside weapons tied to the banned Meitei militant group, the PLA and its political wing, the RPF.
The discovery raises concerns about the use of Starlink for bypassing Indian communication networks, particularly amid the region's insurgency. Elon Musk, founder of Starlink, confirmed that "Starlink satellite beams are turned off over India," implying that the devices were not operational.
Under Indian law, unauthorized possession of satellite communication devices is prohibited by The Indian Wireless Telegraphy Act, 1933, and The Indian Telegraph Act, 1885, with penalties for violations. The presence of these devices in insurgent zones highlights security risks, including unmonitored communication aiding insurgent activities.
This incident underscores the need for stronger regulatory enforcement to prevent the misuse of satellite communication technologies in conflict areas, ensuring national security.
