Culture vs. Class? Bandra Residents Threaten Legal Action Over Khar Danda Seafood Plaza

Bandra West, Mumbai: Tensions are rising in Bandra West as the residents’ group IMPACT (Citizens Movement for Environment and Civic Action) has threatened legal action against the proposed seafood plaza at Khar Danda Koliwada, a project aimed at empowering local Koli women.

The plaza, to be held three evenings a week Wednesdays, Fridays, and Sundays is planned at the tail end of the Carter Road promenade, a location frequented by elite residents. While the BMC placed a notice in December inviting objections, residents claim no hearings were held, and that poles and structures have already appeared, violating norms.

Residents from IMPACT argue that:

  • The area is a No Development Zone (NDZ) where commercial activity is restricted.

  • The installation of stalls compromises pedestrian space and obstructs the sea view.

  • The location is already under traffic stress, and the plaza would add congestion and sanitation concerns.

  • The Bandstand–Worli Sea Link connector and Carter Road’s role as a key traffic artery could be affected.

Supporters of the plaza, however, say the project is about preserving Koli culture, and replicating successes from Mahim and Worli Koliwadas. They highlight the minimal space required and note the location’s proximity to the crematorium and toilet, far from main pedestrian traffic.

IMPACT held a silent protest on Sunday and warned of a formal legal notice if the proposal isn't scrapped. A civic official clarified that while objections were noted, the project is funded through the District Planning Development Committees (DPDC) using MLA funds, not directly by the BMC.
