Borivali Police Registers FIR Against Builders for Failing to Fulfill Rehabilitation Agreement

Mumbai: Borivali Police have filed an FIR against developers Pravin Satra and Premji Satra for alleged cheating in a slum rehabilitation project. The developers are accused of failing to complete the rehabilitation agreement, instead constructing a new building and allegedly selling its flats without the necessary occupation certificates, fire safety clearances, or lift installation approvals.
The complaint, lodged by the Slum Rehabilitation Authority (SRA) on January 6, outlines that in June 2004, the SRA awarded a redevelopment contract to Srinivas Developers Ltd. for the Borbhat Co-operative Society in Eksar village, Borivali West. The Satras, who serve as directors of the company, were tasked with rehabilitating slum residents and completing the project within a set timeline. However, between 2004 and 2024, they failed to meet these obligations.
The SRA claims that the developers violated the terms of the contract, deceiving both the authorities and the affected residents by not fulfilling their responsibilities. As a result, the Borivali police have registered a case under multiple sections of the Indian Penal Code, including criminal breach of trust, common intention, and cheating.
This case sheds light on ongoing concerns regarding redevelopment projects and the protection of vulnerable residents, raising questions about accountability in the construction and real estate sectors.
